If there is no network, copying data to DVD comes under which OSI layer? Can we even categorize into OSI protocols?

If there is a disconnected network between two sites, employee copies the data manually to DVD and uses his car to carry DVD between these sites. Does this come under OSI protocol? If so, how can it be categorized in terms of different OSI layers?

Does this come under OSI protocol?

No. There's no networking involved.

There have been networking systems built atop "mechanically carry a physical representation of data" as a link layer, such as the one initially specified in RFC 1149 and implemented in 2001, but this is not one of them.
