This is not really a question, just wanted to leave the tip here since I had this problem and couldn't find help on the quesitons section:

I'm using Windows 10 version 1607 and couldn't seem to get wireshark (Version 2.6.5) to start, since it got stuck on this "Initializing external capture plugins" part and eventually crashed. The same happened with the portable version (Version 1.8.2)

For me, uninstalling and reinstalling Winpcap solved the problem. Hope this helps someone.

I had the same problem, but for me the issue was that too many USB devices were connected - just disconnect them before starting Wireshark with USBPcap. Hope this helps!
