if you try and double click on the snaplen field it just starts a pcap.. It works in 3.6.8, the one ws I haven't upgraded.

18269: Capture buffer size cannot be changed before capturing

Fixed but not merged into 4.0 branch yet.
If you would like to test on Windows, try a 4.1.0rc0 build from the automated builds.

I'm a little unclear on your comment Guy. If I go to check for updates, I am up to date. To adjust the snaplen do I need to manually download 4.0.1 and reinstall?

The fix has been cherry picked to the 4.0 branch and will be in the 4.0.2 release scheduled for release (Roadmap) next week.

4.0.2 December 7, 2022 Next maintenance release of the 4.0 branch

If you would like to test before then (on Windows), download a development build:
4.0.2rc0-40-g2f02d2b8daa4 or newer - from the automated builds link in the answer above.
