long time to connect http device

I have connection to a http device on our network. If I connect using a PC (WIndows 10 or 7) it takes over 10 seconds to connect. If I use a server WIndows 2012 R2, it takes about a second to connect. I have below the capture from a computer and the other from the server. Below is my capture:

PC: https://www.cloudshark.org/captures/7... (PC IP is 192.168.62.86 and device I'm connecting to is 192.168.50.247)

Server: https://www.cloudshark.org/captures/f... (Server IP 192.168.63.250 and device I'm connecting to is 192.168.50.247)

Any reason why there is a difference between the two and why I would get Duplicate ACK on the PC and not the server? Thanks for any help

You can try additional analysis by using the Developer Tools of Browser. End user Experience Measuring with the Browser to find root cause
