long time to connect http device

I have connection to a http device on our network. If I connect using a PC (WIndows 10 or 7) it takes over 10 seconds to connect. If I use a server WIndows 2012 R2, it takes about a second to connect. I have below the capture from a computer and the other from the server. Below is my capture:

PC: https://www.cloudshark.org/captures/ccf5d840847b (PC IP is 192.168.62.86 and device I'm connecting to is 192.168.50.247)

Server: https://www.cloudshark.org/captures/379dc2f78234 (Server IP 192.168.63.250 and device I'm connecting to is 192.168.50.247)

Any reason why there is a difference between the two and why I would get Duplicate ACK on the PC and not the server? Thanks for any help
