There is no MSS replied in SYN,ACK

I have one TCP server and two clients A(Win7) and B(Mobile phone).

while A connect to TCP server , the TCP server could reply MSS to A. but when B connect to TCP server , the TCP server didn't reply MSS B , and cause B to use default MSS 536 to send data to TCP server, anyone knows why? thank you

As shown at the link B must use 536. Maybe some device in the middle is filtering out the MSS,
