How to protect against arp attacks?

In windows, in CMD (command prompt) is the netsh interface ipv4 add neighbors "Insert Network interface Here" (router's IP adress) (router mac adress)

for example netsh interface ipv4 add neighbors "Wi-Fi" 192.168.1.1 xx.xx.xx.xx.xx.xx

enough to dissuade a local ARP spoofing attack?

It does not seem to be too effective in my case I can not seem to find ARP defense methods documented well anywhere, can you help me?
