connection reset while the one server tries to connect to another server

i see in the [syn ack] packet that the remote server has the windows size of 65535 and also there is no TCP Option for windows scaling. Also i observed this Flags: 0x0c2 (SYN, ECN, CWR), i have done some research that it could be the problem regarding the bandwidth congestion. any help please

i see in the [syn ack] packet found out that the remote server syn packet from the source to destination has the windows size of 65535 and also there is no TCP Option for windows scaling. Also i observed this Flags: 0x0c2 (SYN, ECN, CWR), CWR),i dont knon what is the exact root cause. i have done some research adn found out that it could be the problem regarding the bandwidth congestion. any help please
