I have an internet problem and found this in my WireShark

Hi I am new here and have been facing an internet problem for the last 5 days. I cant read this Wireshark good yet so I need some help.

Alot of red and Black shows up in the timeline reading as follows;

1401 46.248333 192.168.2.148 95.100.137.87 TCP 55 [TCP Keep-Alive] 56535 → 443 [ACK] Seq=1 Ack=1 Win=513 Len=1 (black) 1402 46.253388 95.100.137.87 192.168.2.148 TCP 60 443 → 56535 [RST] Seq=1 Win=0 Len=0 (red)

This show 10 times in a row. And I get pingspikes of 140ms to 500ms. I have no experience at all with this and 2 Provider engineers came and couldnt find the problem. Please help I need answers :(
