Wireshark not opening "decode as" window

I have a pcap file with a specific packet that I am supposed to decode. Every time I click "decode as" Wireshark opens the "decode as: show" window, instead of the normal "decode as" window. The problem is that I am not able to hit "apply" when I finish putting together my decode options. I only have the options of "OK", "SAVE", and "CLEAR".

Just for a reference I am talking about the difference between the entry "11.4.2. User Specified Decodes" and "11.4.3. Show User Specified Decodes" on the Wireshark help pages. I've linked the specific help page below.

Is there a setting I can change so that I am able to open the "decode as" window instead of "decode as show".

Edit: I'm also running Wireshark v. 3.0.3 on Windows 10
