Should a vpn ip be seen in vpn tcp traffic

This is a newbie question. I have a device, a vpn, and a web server.

in my wireshark capture i see OpenVPN communications from the device to the vpn, and then tcp packets from the device to the webserver.

I had thought that I would see tcp traffic from the device to the vpn and then to the web server.

does this show my vpn is not working or is this what i should expect to see?

My device is a separate machine on the network, everything else is on 1 computer. The vpn is in it's own guest VM and the webserver is in a different guest VM. I am testing with wireshark on my host OS. Both my VM's are bridged network connections.
