does Wireshark have a VPAT
Need to know if there is a VPAT for wireshark

If by "VPAT" you're referring to a Voluntary Product Accessibility Template, I know of none. I don't think any Wireshark developer has, well, volunteered to produce one.
(Note that the page linked to has words such as "purchaser", "procurement", and "sale", which don't apply to the free-as-in-beer as well as free-as-in-speech Wireshark.)
