If the MTU is smaller than the RTP packets it does not impact the RTP protocol itself, but the IP layer beneath. It is on this layer where segmentation happens, and where Wireshark can reassemble. Only then the transport (UDP) is called, which subsequently hands of the payload to RTP. So RTP reassembly would not be involved.
