I am planning on packaging Wireshark to distribute among some virtual desktops. Can Wireshark be virtualized?

Yep, works for me (VirtualBox and Hyper-V). Note that the VM may only be able to capture traffic seen on the VM virtual NIC and not be able to see all traffic from the VM host's NIC.
