install tshark on windows with non admin user

when installing tshark 2.6.1 on windows, it installs vc++ redistributable 2017 which requires admin rights. I was wondering if there is a way to overcome this issue? Can I compile tshark and set all the dependencies as embedded in the exe? How to do it?

It might be possible, but static linking isn't recommended by MS, and isn't supported by the Wireshark project.

Info (about VS2015, but it's also applicable to VS2017)) from MS about the uCRT (introduced in VC 2015) here, and an SO answer with some possible solutions here.

Have you looked at the Portable version of Wireshark, that includes tshark? I haven't tried that, so I don't know if has vc dependencies.
