minizip.dll missing in Wireshark-win64-4.0.11.exe

the latest release of the 4.0 branch (4.0.11) has a packaging error. It does not install the minizip.dll file. File is available in the portable installer, though.

I think that needs to be cherry-picked from master back to 4.0
