Can Wireshark capture https traffic?

I noticed I am unable to capture when the url has https rather than http. After searching I figured out https is when a website uses ssl encryption, and if I wish to capture I need to use an environment variable and a key. My question is, if I don't have these does this mean I'm unable to capture any time a website uses https?

Short answer: Yes. Longer answer: This is the whole point of TLS (previously knows as SSL), to provide transport security. And to be technically correct, you _are_ able to capture the packets, you're just unable to dissect their contents without the required key material.
