Is there a dissector for CCSDS?

Yes, have a look at the preferences for the Ethernet dissector.

We're receiving CCSDS commands over RS422, not ethernet. Is this dissector limited to use with Ethernet? Thanks for the quick reply.

No, it can be dissected when transported over an arbitrary UDP port, or in VCDU, EHS, as well as an Ethernet frame payload.
