DHCP and relay

I have 2 computers running WireShark: The DHCP server itself (VLAN 10) and a computer in the client VLAN 99. On the DHCP server, i can see the full DORA exchange, however on the computer in the client VLAN, I only see the Discover and Request traffic. Shouldn't i see DORA on both computers running wireshark?

Network environment are Cisco 2960 edge switches and 3850 L3 switches running ios 12.2.

Do you have a filter in place? Some dhcp traffic can be broadcast, so that needs to be accounted for in a display filter.

Are you running Wireshark on the DHCP client, or is this another host?

If you run Wireshark on the DHCP client: Does the client receive the IP address? In other words: Are the packets delivered to the IP stack, but won't show up in our beloved tool? Or are they dropped at another spot on it's way in?
