someone has been remote accessing all of my devices, and shutting them down, please help! [closed]

I am pretty sure my computer was set up, for someone to remote access into it.... I didn't know or realize until they infiltrated everything, so how do I prevent and stop this from occurring? What if it is like that are remoting in through my cell phones etc... and so they can see everything I do on my phone or whatever I connect my phone i.e. hotspot to? please help!
