Are these DHCP requests and responses OK

here is a little of what i am referring to... 

Mon, 02 Nov 2020 20:21:39 received DISCOVER from b4:39:39:5d:a4:5d
Mon, 02 Nov 2020 20:21:40 sending OFFER to 255.255.255.255 with 192.168.1.108

is all this normal? is there anyway for me to verify that theses are all logs from devices in my home? AND PERHAPS MY ISP, LIKE, CENTURYLINK OR MEDIACOM?

Standard DHCP requests and responses to and from devices on your local network. Nothing to be concerned about.

To answer your question a little more completely, you could track down the devices using those MAC addresses (hopefully shown in their UI somewhere) to make sure they should be on your network. The first 3 elements of the MAC address generally indicate the manufacturer of the device, and the Wireshark OUI lookup tool allows you to find that out: 

b4:39:39:5d:a4:5d - Shenzhen TINNO Mobile Technology Corp.
3c:5c:c4:15:34:a4 - Amazon Technologies Inc.
