Is the (experimental) packet editor feature still available?

I can't find it on the MacOS version even after building from scratch with WANT_PACKET_EDITOR ON. On both the downloaded version and the hand-built version (using Qt), I see the "gui.packet_editor.enabled" entry in the Advanced preferences, but can't figure out how to get to the actual editor feature. Mac OS, Qt, WireShark, etc. are all latest versions as of today (2018-02-19).

It's still available in the GTK+ version; it never existed in the Qt version, so the official builds don't have it. It would have to be reimplemented in Qt.
