This is part of the FTP protocol that allows a client to ask the server for the list of supported features.
See RFC 2389 for the description of the feature command and the format of responses which should include the 211 code.
RFC 2428 and RFC 3659 list some of these features, others may be defined in other RFC's, that's left as an exercise for the interested reader.
