FTP Server not responding

Hi all,

Just doing some practice for an online course I am about to start and have been perplexed by a question regarding an FTP server not responding to requests. The following wireshark snip shows ping requests coming in which are then fragmented for some reason.

So far I've come up with: - MTU too small on server - ID of ping does not match ID of fragment - Fragments are not coming in the right order! - Source mac address is a group address

I can't think of the definite reason as to what may be the cause of this. Was just seeking some advice or help as to what i should be looking at?
