It looks like the answer is that it can't see packets if there are none.
I posed the question because I got blank output screens.
Then later when I just left it as it was packets began to appear. The (dahua) IP cam I was looking for was broadcasting.
So looks to me like wireshark was working alright and the adapter was working alright - but apparently sometimes there's just no traffic....
