While the TCP timestamp option is defined in section 3.2 of RFC1323, "TCP Extensions for High Performance", the timestamp clock itself is described later in section 4.2.2, with the following statement of particular relevance:

     Based upon these considerations, we choose a timestamp clock
     frequency in the range 1 ms to 1 sec per tick.

Basically, the value is implementation dependent.
