While reading https://osqa-ask.wireshark.org/questions/39367/custom-extension-vs-permanent-addition-for-installers/ i realise that that my " wireshark/packaging/nsis/Custom_plugins.txt" file had been replaced when updating from the repository. Now the installer includes the Plugin.
