I don't think a definitive answer exists as no-one has gone back to test older versions of Wireshark running under Windows 11.
I'd be surprised if there are any issues however as both are Win 10 compatible and I'm not aware of any changes to Wireshark that make it Win 11 only. I would use the latest version of npcap with any such older install though.
