From @kurt-knochner's answer to this old question at the old OSQA Q&A site, pasted here in case the old site is ever decommissioned:

ChromeOS is (more or less) a Linux Kernel with the Chrome browser running on top, so allmost all applications are web-centric, meaning online applications running in a browser. This makes it impossible to run Wireshark on top of a standard ChromeOS. If you want to run Wireshark, please have a look at Crouton or Chrubuntu (please google that yourself).

As an alternative, you can use a web service like http://cloudshark.org for online capture file analysis.
