The Browser protocol is part of the old SMB v1 protocol suite. The packet that you described in your post is regular routine traffic, that is send out periodically by devices supporting SMB v1.
SMB-hosts can be arranged in a domain (usually as part of larger enterprise network) or a workgroup. The workgroup is the default setting and often found in home networks and small business networks. By default, SMB v1 hosts are part of a workgroup called fitting "WORKGROUP".
No hacking, no cox communication workers, no magic, no panic.
