npcap is the library used by Wireshark on Windows to capture packets.

The link you provide is the correct one for npcap. The Wireshark installer includes a copy of the npcap install (which you seem to have decided to not install), but due to logistics and other reasons might be a slightly older version than offered from the npcap website.

I have no idea how you think the npcap\nmap site is sketchy, but that should be taken up with the nmap project.
