Unfortunately, randpkt isn't packaged with Wireshark on Windows, so you'll have to compile it yourself. You may wish to file a Wireshark bug report asking that it be added to the distribution, as I did with dftest in Bug 13825.

UPDATE The bug has been fixed and randpkt will be available beginning with the next stable release of Wireshark, 2.6.7. You can also download an installer from https://www.wireshark.org/download/automated/win64/ if you'd like to get access to it before the next official release.
