If this is the same as this question, the answer is probably also the same - for one thing, in some locales, including Indonesian locales, the comma is used as a decimal separator, rather than a thousands separator, so that 1 and 1/2 is "1,5", but, in other locales, including English-language locales, the period is used as a decimal separator, and the comma is used as a thousands separator, so that 1 and 1/2 is "1.5", and one thousand is "1,000".
