Is I understood your reading right, the packet x got lost and was resend after around 200ms. Assuming this is an Retransmssion of time (RTO). I would not recommend to play around with this timer. Unless your are facing an issue where your normal RTT is around 200 ms, because then you might like to have a higher RTO.

But in your case I really would not recommend to deal with this value, because in most cases when you face an RTO it has mostly an impact to the session performance. Furthermore in most cases you won't face an RTO because the Fast Retransmission is send before an RTO.

So that you face an issue here with RTO seems to be related to the way how IPERF works and in normal operation you won't face the issue with RTO.(Without a trace it is hard to explain)

BTW: When you have this issue in your LAN then I recommend to find out, why the packets gets lost. This seems the root issue.
