Bad TCP Connection timeout

I am unable to access the website lowellfive.com. The connection times out. I cannot access it on any browser, there does not appear to be any software or hardware firewall blocking--I turned off my software firewall and checked my router's firewall. My isp comcast says there is no problem on their end. I can access the site using my wireless provider's network.

I ran wireshark on the traffic, and it appears that the problem is TCP retransmission because of bad packets. A link to the wireshark file is below:

Any suggestions on what is going wrong, and how to correct the problem?
