Wireshark "hangs" when opening, takes 100 seconds to open

My Wireshark is taking around 100 seconds to open. It hangs at "initializing external capture plugins". It happens with version 3.0.1, 2.6.8, and 2.6.6, I rolled back two version to see if there was a difference but nope . Initially I was running Winpcap (I think version 4.1.2 or .3), but now I'm running Npcap 0.995, I tried uninstalling and re-installing Winpcap first and when that did nothing I went to Npcap. I have Windows 10 Version 1709 on my pc.
