Can i view if more then multiple units that are set to the same IP address?

I have a large system with several devices hooked up on a LAN and one network drop from a WAN to allow access through a device called an EWON. I am having different issues with devices that have a set static IP address communication failing due to what I believe are other devices that may be set to DHCP setting going out and grabbing its IP before my customer turns on Power to its cell. My network consists of items with a range of IP's (192.168.1.1-192.168.1.200). I am hoping that this software will help me straighten out my network issues. Any comments or suggestions will be very appreciated!
