extract_asn1_from_spec that get from Wireshark v2.6.4 doesn't work with 3GPP38.473. There is no ASN1START tags in the specifications. It's not possibe to use this tool to extract ASN1 information from the specification.

Is there any other new tool available

No we do not have any tool to automate the extraction. The F1AP ASN.1 files found in master branch manually extracted (it's much easier than the RRC specification though, so it's not a big problem).

Do not take master-2.6 branch as a reference because it does not contain up to date 3GPP specifications.
