How to decode ilbc RTP capture by wireshark?

I export ilbc rtp save as xxx.raw then use ffmpeg to decode. it fail to decode. can you give me some advice?

ffmpeg support decode ilbc. I try decode wav to ilbc then decode back . It's ok
