I know dissectors of GeoNetworking, BTP and ITS protocols developed by Cohda Wireless and offered in their appliance VM . But,

Is there any open dissector for GeoNetworking, BTP and ITS protocols?

These are V2X related protocols and are standardised by:

I found some repositories and documents, but they are very old (~5 years old) and seem to don't work properly.

As far as I know there is no dissector. You should open an enhancement request bug. Collecting data about the protocol(s) e.g links to specifications and the old plugins preferably also with protocol traces.
