In my wireshark PCAP, I don't see attach accept message. I just see DownlinkNASTransport message. What is the issue?

I did software upgrade with re-installation but facing same issue.

Does the sample capture attached to 18351: NAS 5GS MANAGE UE POLICY COMMAND include the accept message?

"attach accept" in NAS-EPS messages: 18797: Decoding inner EPS NAS messages in case of encryption
