ICU.dll/4.6.5 Windows Server Issue

The code execution cannot proceed because icu.DLL was not found. Reinstalling the program may fix this problem.

OK

All Qt6.dll files are there and only 1 icu.dll file.

The same setup is working on local machine but on the application window server.
