IKEv2 EMERGENCY_CALL_NUMBERS Notify payload cannot be decoded

From trace capture for SWu interface the ePDG provided Emergency Number List to the UE, this field cannot be decoded by the wireshark, need to know if wireshark protocol database is not updated with 3GPP TS 24.302 & TS 24.008 as these both documents describe the standard encoding for EMERGENCY_CALL_NUMBERS field
