Is the I/O Graph bit rate, for a 1 sec interval, a suitable metric for comparison to an ISP upload limit?

I have captured the upload activity for my video doorbell cameras to determine how close they get to my ISP plan upload limit. When I plot this activity with an I/O Graph, using the default 1 sec interval, the peak upload values are reasonable in comparison to expectations based on camera resolution, frame rate and internet estimates. However, when I look at the detailed capture data and manually calculate bit rate based on length and time stamps for consecutive packets I get bit rates that can be orders of magnitude greater. Similarly, if I reduce the I/O graph interval to values much smaller than 1 sec the peak values increase by orders of magnitude. Is the 1 sec average a better metric than the instantaneous for comparisons to ISP plan upload limits?
