erratic TCP and UDP

can someone please help with a problem i am experiencing. My network on any given day looks to appear normal and ok, but on a deeper check with Wireshark, there seems to be constant dips in the TCP handshakes which renders my graph down to zero, and then it goes back up again. This is causing issues with clients using the TCP protocol extensively.
