I have a plugin DLL to show a certain message in a Wireshark 3.4.5 display panel. Given that the plugin DLL is dynamically accessed, will the plugin work if I simply drop it into the plugins...\epan folder of a newer version of Wireshark ?

No, there is no guarantee that plugins work from one version to the other. As these are extensions of internal parts of which the API sometimes changes the plugin has to be compiled with the version it is intended to run with.
