IW value from Wireshark capture

I have update the value of Initial Congestion window size on the server side to 30. Now from the pcap i want to check if the value actually been updated to this and now the server is sending more packets.

How can I do it? Is there any direct way to check the value or any calculation that can be done to get the IW value?
