Insight into TCP Retransmission

Hello, my apologies for my ignorance. I only learned of wireshark 10 days ago. I am trying to diagnose slow response times with a server on our local network. Our sql server is on ip 192.168.1.174 and the workstation is on 192.168.1.173. From my understanding, it seems like the server is not getting an acknowledgement for some reason and tries to retransmit. There is a netgear switch in-between the server and the workstation which I already tried replacing but am getting the same retransmissions. I understand retransmissions are just a symptom but what can I do from here? I tried checking the MTU sizes, both are set at 1500. I tried replacing router, lowering firewall, increasing isp bandwidth, replacing wires, the software is telling me it's my issue because my network is to blame.
