It is very easy to add filters and name them in the "Capture Filters" window. But I can't see how to select one from here when I start a capture. I have to manually enter a filter in the "Capture/Options" window.

4.4. The “Capture” Section Of The Welcome Screen

Click on the green bookmark symbol next to the left of the capture filter field. https://www.wireshark.org/docs/wsug_h...

There is mention of the icon shape being for Bookmarks in the display filter section:
3.17. The “Filter” Toolbar

Also see the "Discoverability and feedback." section under 12.2.1. User Experience Considerations

Or did you want to start a capture from the command line?
8091: Allow/Create an option to use "capture filter" labels defined in wireshark GUI from CLI
