Client connected to Cisco Meraki Access Points

Client connected to VLAN 5 and gets IP from that VLAN

When client moves to another floor and that is on VLAn 4 the client does not get VLAN IP from VLAN 4 but retains it IP from VLAN 5

I have done a wireshark trace and this is what I see from the client (no Dicovery or Offer but directly to Request and Ack)

I would assume when moving to another VLAN, the Discovery process would kick in

Trace of DHCP request (filtered by client MAC address)

The client is not aware of a VLAN change, so it will just do a Request. If there is a helper address on the VLAN, then the router/l3-switch will indicate to the DHCP server that the request was from VLAN 4, triggering the DHCP server to respond with a NAK to make the client send a new DISCOVER.
